Viable population size...

Nerdy question, but i've been re-watching the Star Trek XXI and its been bugging me. Spock mentions that only an estimated 10,000 Vulcans escaped the destruction of the planet. Now I've always assumed that that only accounts for those on the planet during its collapses, and does not take into account the rest scattered across the galaxy and not on Vulcan. Assuming that there were at least an additional 10 thousand (at minimum, I mean they are a founding member of the federation...) I put Vulcan numbers after Nero at around 20 thousand or more.

Is this a viable population size, in order to continue the race without inbreeding problems?
If not, what is the estimated number you would need to avoid extinction?

I consider myself fairly tech-savvy and I hardly ever have problems navigating and learning how things work at various websites. Reddit.com, however, makes me feel like an idiot. I've read the FAQs and stuff but I still can't wrap my head around how it all works. Is there any chance any AMAers that frequent Reddit can help me out? Like, for example, I don't understand the voting posts up or down. I don't even know how to do that.

Hypothetically, you've been given control over a huge amount of money (millions!)*. You're to donate this to a worthy cause of your choosing, but it must be one specific cause and you cannot split it up (for instance, you couldn't earmark it for "animal welfare" as that's too general but you could donate it to the Elephant Sanctuary or Guide Dogs for the Blind etc).

Where gets your massive amount of money, and why them?

*This is unfortunately totally hypothetical. I'm not fishing for ideas on what to do with my many millions. :(

Would you date someone who had a disability and therefore could not work? Would it depend on how they spent their time (hobbies/voluntary work vs nothing/watch tv all day/nothing that is productive)?

How about if they needed 24hr care (provided by someone other than you)? Or if they needed care provided by you after a period of time?

Does it matter if they are financially stable and able to support themselves vs not having much disposable income vs needed you to semi support them at times?

Would it matter what the disability was? Mental health problems vs learning disability vs physical disability?

If some of these were okay, where would you draw the line?
